Baltimore - Dec. 13, 2004--Believe Wireless, LLC, has entered into a subcontract with Nestor Traffic Systems, Inc., a subsidiary of Nestor, Inc. (OTC:NESO), to provide wireless and landline Internet access to 13 intersections throughout Baltimore city. After a successful demonstration of wireless Internet access for several months last year in downtown Baltimore, Nestor Traffic Systems was selected by ACS State & Local Solutions to expand Baltimore City's existing Red Light Enforcement Program. Believe Wireless will be outfitting ten intersections with wireless Internet access, and three intersections with T-1 land-lines and server and Virtual Private Network (VPN) hosting. The network is scheduled to go live Wednesday, December 15, 2004.

Believe Wireless is providing a soup-to-nuts system to Nestor, which translates into thousands of dollars of savings a month for Baltimore City in local loop charges and installation costs over a traditional T-1 solution. A private network has been set up for Nestor Traffic on top of the existing Believe Wireless metro-area wireless and wired infrastructure. This enables high-speed Internet access at all intersections so full-motion video of red light violations can be viewed and violation notices issued to offenders. The high-speed system at each intersection also allows Nestor to view video from the cameras remotely and in real-time over the Internet.

Several new wireless points-of-presence (WiPOPs) have been constructed to serve the locations, spanning from Brooklyn to Belvedere Square to Druid Hill, and will nearly double Believe Wireless's existing coverage area. Additional intersections are planned in the near future, with 60 total planned in the next year.
